This phone number is specified in spam emails that I'm receiving in the UK. I've never been to Australia - still less have any interest in "herd improvement" :-)

The emails have PDF attachments purporting to be the "test results" of my herd - I'm not opening these cos of course they may contain malware, and the spam may originate from a cyber gangster who has taken control of "Consolidated Herd Improvement"s Internet domain (nationalherd.com.au)
