This looks like an International scam covering multiple countries.
Initially received a call with a voice recording in both English and Chinese saying :-
[In English] 'There is a problem with your visa application, push one to connect to an operator.'
I rang back about eight hours later and was greeted with a French accented voice message speaking in both French and poor quality English stating :-
[French language for about 15 seconds] [In English] Please hold <the-ring>, and one of our <de-tack-de-don-shon-we> will be with you shortly [French language for about 5 seconds] [In English] Your patience is greatly appreciated and your call on line hold. <unintelligable> The next available operator will be ready to assist you promptly [Followed by music]

Caller: Scam Electronic system asking to press 1 for international language, press 2 for some other scam option. Hung up before I could hear the rest as it is a scam.
