Stopping them is up to our telcos, but you can silence them on the iPhone: Settings/Phone/Silence Unknown Callers/On Then the calls are silenced and you get a message that the number rang. Only callers on your contact list can call you.
I've used this feature for a long time - years. If a genuine unknown caller needs to call me, they can email, facebook, or paper mail me. I keep my phone on silent, and my contacts SMS text me. I feel audio phone calls, regrettably, are a thing of the past. But the upside is that you can focus on what you are doing more, without constant interruption.

A recorded voice message supposedly from VISA and Mastercard Security Department. It claimed that there were two pending transactions on my account, one of $14.99 by Amazon Prime and one of $700 by Western Union for overseas transaction charges. These idiots still haven't worked out that VISA and Mastercard are two totally separate companies.

No message left from this caller. No message, so I don't call back. Receive at least 2 or 3 per week of this kind of call. Never answer!!!! If it's important they will leave a message.
