It is the phone system used by the Australian prison system. A prisoner calling out. The call starts with the message about prisoner welfare and after that the prisoner will be connected.

This same number called me, The recorded voice said it was a call from a prison and if I didn't want to take the call, I could hang up now. I DID!

Caller: I don’t know They left a missed call Message that was quite odd. It was silent in the beginning and then it came on with a recording saying if you have any concerns about a prisoners welfare please contact the prison…Then there was a prolonged underwater type of sound with a man’s loud voice saying hello right at the end of the message.
