Started calling daily doesn't leave a message

When I answered, the guy asked if was speaking with a Mrs. Jayne Smith. I asked what the call was in relation to, he replied by saying Government Rebate & asked if I have solar panels on my roof. I replied by asking he remove my number from the database & as he began to ask why, I hung up the phone.
He then called me back to say he would not remove my name from the database & then hung up

Returned the call and received this automated message -
THE NUMBER YOU HAVE DIALLED IS NOT IN SERVICE.
Strange - keep getting calls from it though!!

This guy is ether a scam or disgruntled telemarketer that keeps calling me cause I told him to stop cause I don’t own the home or have solar panels. I’ve registered on the do not call list as well as telling him not too and now he just rings up and doesn’t say anything then hangs up who is this prick and how can he be allowed in this country. Why is he even still working when he does this to heaps of people, I’m sick of this if he wants to make it personal I’ll get personal

Second day in a row: Called me. I say "hello" then hangs up. Blocked now. Do the same

They called me daily and no message left. must be scam!

Stated they were from the federal governement regarding solar panels initiative
