When I answer they hang up but if you ring it has a message saying all operators are busy and some one will call you back who are these people

Called me........but didn't want to talk. This number is very close to another number that plays a similar game. (02) 9137 0212. Both numbers have called me the past 2 days and play the silent game.

Don't know where they got my number from because I am very cautious about giving it out. When I answer it is silent for a few secs and then cuts off. If I call back a recorded message says, "Hi, all of our operators are busy right now, we will return your call shortly". All highly suss.
