Indian telemarketer saying they are a third party working for Google. Appear to be trying to phish for account details. Their pitch is that "Google-Owned Location Imagery Is Causing Irrelevant Traffic Costs" or your account and 'they want to let you know about a little known feature' that can stop it happening. They then proceed to say that they need to authenticate that you are an authorised person on the account and that they will be recording the information. Using terminology that genuine Google account reps use but feels dodgy.
