Just got a call from this number at 2:50 PM today. Said Hello 3 times and no one answered on the other end, who ever it was quickly hung up.

There was a lot of silence from them besides a short breath sound I heard from the phone before they hang up. Well thanks for wasting my time if you didn't need to talk to me. Likely a Telemarkter but I'm leaving this as an unknown call as I don't know who was exactly calling me.

Scam! - RFS getting donations... they normally do the same for Police

Regularly calls, goes to message bank, but they never leave message

It is a scam claiming to be the Rural Fire Service but it actually isn't affiliated with them at all. The second you start to question it, they hang up.
