Some investment company saying I had a refund to come. Never heard of the company. I have blocked the number

If you answer they just hang up.

I have been getting calls continuously from this number over a two week period and have now blocked the number as no messages are ever left and I don't seem t be able to find who owns it. I feel it is an unsafe phone number.

Nothing said if you answer. Probably just scamming for active phone numbers to sell on to other oxygen thieves who failed to achieve anything in life.
