definite Charity type call. I let them through to the answering machine even if i am standing there. They always hang up.

I've just ignored a call from this number, and going thru my caller ID history also found (02) 8823 3031 which is apparently one of those charity-buy-my-raffle-tickets numbers. Perhaps the same call centre?
