Voicemail message left is in Chinese, and itself an apparent automated menu option where your only option is to press 1 if you haven't received your letter yet. (that last bit is the only English spoken) I feel quite confident in advising anyone to block this number and any others beginning with 028596 since I've had 2 other missed calls beginning with these numbers, but differing in the rest of the number, but still leaving the same message.
