Classic scam call ... wait until there's an answer, don't say anything momentarily (hoping I'll say my name I guess), and then start the pitch ... in this case he claimed (in faltering English, and clearly reading a script) to be from Commonwealth Bank (I don't have an account there!) and, "about an $1,800 transaction on my account". That's as far as he got, but beware!!
