The number is connected to a spam email purporting to be from PayPal, thanking you for a high value purchase ($600). It's fake - always check the sender's email address (in my case the seder was ambareshac8 @ gmail.com), and never call a number included in a scam email. Instead, if you're concerned about a false PayPal transaction, call PayPal on a trusted number you have sourced yourself - from the official PayPal website.

I was supposed to call this number based on a fraudulent PayPal notification that I had sent money to somebody and it was going to proceed if I didn't call the number. Clear cut fishing credential theft scam that will clean you out of money if you talk to them.
