Caller: SCAM Autism Australia. The smart bastards call but won't let you answer. When you call back the message says to ring (03) 8554 6271 to make a donation. This has uss written all over it

They're correct. Charities (in this case Autism Australia) are exempt from the Do Not Call register

Caller: Smart health australia Continues to call, number blocked . Changes to a different number and rings again. My number is on don’t call register but smart health states they don’t have to comply.
