It’s an automated scam caller where they present both in English and Chinese (Mandarin) Languages. The scam part is they are saying your phone service will be out of order and wanting your details. If you ignore the call, it will automatically leave an automated message on voicemail. Regardless, just block and delete the number. Then delete the voicemail message they left behind.
