This caller allows you to answer the call but refuses to speak and then hangs up

Have blocked this number but still receiving calls. When I call, recording says its an outbound only number and hangs up.

same as other callers although had some asiasn speaking anger person as well
sometimes silent other times asian speaking unknown language

Calls multiple times and allows you to answer for a brief moment before hanging up. Where has technology gotten us? What a nuisance let alone a waste of energy and time. 5 calls from them just today. Have been calling for weeks now. I think they could be from an overseas trading company I received a call from.
