Just keeps phoning but I refuse to pick up

I refuse to answer phone calls to numbers I do not know or to "no caller ID". This number keeps phoning which is just a nuisance

“You may be contacted again in the future, goodbye”

Electronic squeal on answer (NOT like a fax), no message left, but phone said "missed call", so called it back, and a recording says in a male Aussie accent "You have been contacted by a hosted contact service, and may be called again. Goodbye," and then hangs up.

(A "hosted contact service" is a PAYG call centre rented out to businesses on a daily basis.)
