They hung up as soon as I answered

a search on internet shows it is Heart Institute - a charity raffle company who appear harvest phone numbers off publically available sources like phone books etc. That is shoddy and would never give $$ to them just on that basis.

I just block the number. I dont answer.

They say that they owe me money, wants my bank account details.

They ring, but do not leave a message. Therefore a scam!

Said they’d rape me if I didn’t buy

I answered (02) 8036 2196 but they just hung up on me.

I don’t answer unknown numbers but check after to see many reports of this being a nuisance/scam caller. I will now block it.

I see this number a LOT. Usually around dinner time. Some say its A heart-based "charity".
If you ARE such a charity, tell us...
Other reverse lookup sites say the number is a SCAM number. One site doesn't recognise the number at all. Why wouldn't you look at the lists your competitors publish?
Anyway, blocked.
I am downloading the White Pages app to my smartphone. When a number rings, it checks your contacts list. If the number is not in your list, it checks the
White Pages phone book reverse lookup, and displays the caller...
