I didn’t even pickup the call and she leaves me a voice mail “Am I speaking to the owner of the house”

Automated call. Something to do with a discrepancy in a power bill. Obviously a scam.

I had similar call and when I said politely that I was not interested he just hung up.

Hung up when I answered.

Have received two calls from this number. I never answer any number I don't know. Caller never leaves a message. Blocked it the first time but managed to get through again.

Another scam call number. Blocked!

Called back the number, no reply. Clearly a call centre or scam number. That's how call centres operate, they have software that can generate a phone number that they dial from. So even if the call has 02 prefix, it could be someone from any state.
