Receiving calls from other (02) 7813 xxxx numbers ..... if there is no-one on the other end as described, it is probably a predictive dialler, searching for 'live' numbers to follow up with scams/spam/telemarketing.

Scam fraud

No idea who this guy is but the fact I answered the phone with a "Hello?" and there was a weird silence before hearing some weird moan-like noise for a fraction of a second before they hung up, I can only assume it's a spam call or a scammer who didn't like my voice.

Didn't answer it. When I attempted to call it back it goes straight to Call Ended.
