Got a ring from this number. Didn't answer but my filter voicemail picked up and asked them the generic “why are they calling” question. They responded with a robot voice saying “we have called you many times, but cannot contact you. You have an urgent document notification, for detail press 1 for English, press 2 for Chinese.” Flagging as a likely scam as even though I had not answered it still told my voicemail to “press options 1 or 2” which doesn’t make sense. I also haven’t got a call from this exact number before but have had different random landline numbers call me and leave the same voice message to “press for English or Chinese” with different reasoning (insurance, important or urgent documents, etc.) I have answered a couple by mistake in the past and it is always the same robot voice and always ends saying the same thing as the voicemails “press for English or Chinese”- normally it just goes straight into talking Chinese if I let it run - do not call back and avoid answering in my opinion. If it was real or important I’m sure your actual insurance provider or medical provider (who ever they are claiming to be in the voicemessage/scam call) would send an email or would verify if you called back their KNOWN number off their website (not by returning the fake numbers call).
