Claimed to be from Paypal re refund for a purchase I supposedly made. I don't have Paypal. SCAM!

Caller: Claimed to be from PayPal Claimed to be from PayPal offering a $299 refund. I asked what my account number is and he hung up! SCAM SCAM SCAM!

An Indian sounding fellow, "Sam from PayPal" called to inform me that a purchase was made of $200 Gift card for eBay. To reverse this and secure my phone he wanted me to download some App so he could reverse the transaction.
