This number has called me 2-3 times telling me my phone credit was about to expire. (Checked on the provider service and was in credit) I was given a choice of English or Chineese voice menus.

After I said hello. A female said something like "You have a penalty..... " Then a foreign language started so I hung up. Have no idea what it was meant to mean.
