Claims to be from the Australian Government saying "You have missed an important message from the Australian Government..." but totally automated. Seems to be aimed at foreigners as it mentions "Press 2 for Chinese" didn't go any further but suggest extreme caution. Sounds dodgy, and if you call back "Optus advise that the number you have dialed is disconnected."
