These people claim to Telstra NBN. I rang Telstra and they confirmed that calls were not from them. Caller is actually from overseas and by using internet technology they come up as an Australian phone number which may or may not be in use.
They will try to get information about your service, when I refused this information they hung up.
I have now had international incoming calls blocked, see if this stops the problem. Fingers crossed.
