I just got an automated call from this number. It said that if you receive a call from them it means you've missed an important government notice. Then it asks you to choose 1 for English or 2 for Chinese before moving you along.
Definitely a scam.
I chose 1 out of curiosity but when I did it hung up on it's own, so I don't know what was supposed to happen afterwards.
