Searching the number shows Movit with a matching number. This number called me and the voicemail was a dodgy text to speech:
“We have contact you many times, but can't contact you. You have an urgent document notification, for detail, press one for English, press 2 for Chinese.“
Scam call no doubt, odd that the number belongs to a legitimate company.
