This is a scam call pretending to be Telstra. When you answer, you receive an automated message saying that your Telstra service is about to be disconnected, and then you receive an option for English or Chinese. When I spoke to somebody and asked how they got my number, they said that they were calling from Telstra, and it was important to pay an overdue 'service bill' in order to prevent my mobile service from being disconnected.
We had some back and forth about why I have to pay a service fee, and they said it was a new charge for all Telstra customers, and when I asked how they got my number, he said because it's a Telstra number and I haven't paid my service fee for over 60 days and was about to be disconnected.
I said that was interesting because I don't have a Telstra service, and he was like 'yes you do, this is the number' and when I said that it was actually another operators service, he said 'stop wasting my time' and hung up the phone.
NOTE: if you receive these calls from 'Telstra' and you don't have a Telstra service **DO NOT** tell them who you're service is with, as they'll just call back pretending to be from *that* operator. Say that you've recorded the number and will report it.
