Didn't recognise number so let it go through to voice mail seemed like a recorded message waffling on about Paypal don't have a Paypal account so ignored the request to "call back to cancel payment" Reported to phone company and now blocked on my phone

Didn't answer as it is interstate from where I live. Assume it is piggybacked number scammers use.

Caller: Claimed to be PayPal Called saying I had a $200 PayPal gift card in my name which needed to be paid for. When I asked for my name they paused and then hung up.

Caller: They claim to be PayPal Claimed to have an order for a PayPal gift card for $200 in my name. When asked what my name was they could not say and guessed a name then hung up.
