Seems to be a scam.

My phone automatically blocked this caller as "potential fraud".

Recorded message said phone well disconnected today. And says for English press 1 and for Chinese (even those there is no Chinese language as such) a recorded message in "Chinese" said something I couldn't understand.

Caller: “Contact from the immigration bureau”

Automated voice with a Chinese accent which said “Contact from the immigration bureau, we have contacted you many times”,

Seems to be named Basic Technologies, (faking it atleast) when I called it, its put me on hold. Not worth calling.
