It's a scam. You get a call from their number, saying they're sending you a code. I called the number, and they say it is eBay. They ask you to download an mobile app that would allow them to remote access your phone. Clearly a scam.

Clearly a spam call claiming that I owe money or will have a particular service cut off. Not sure what service it is claimed will be cancelled as that part didn't make it onto the voicemail message.
