The same Indian scammers, this time using the Web Developer story/script. One of the many numbers they've tried, different every time. They are trying much harder now since I started blocking all numbers not in my contacts, trying to find a time they can get through or an un-blocked number. This is the only way to make them stop, eventually their database flags the number as unreachable but it takes weeks, at least.

The first red flag was the number was not in my contacts, the 40 number prefix was the 2nd. The call was identified coming from Newcastle. So I checked here and saw the same number was reported. Blocked the number.
