The attached phone number is actually provided as a "customer care" number attached to an email. The email purports to show a Paypal transaction that has been successfully 'processed' from your account. The scam is that you should call the number if the payment is in error, and then you will be asked to provide your bank details or credit card, etc etc and that's when the payment is taken from you for real. Ignore the email -- no money has been processed from your Paypal account. Whoever is behind this are amateurs -- they forgot to BCC the other 85 email addresses that the fake "payment notification" was sent to.
