199 used to be a number called by Telecom electricians to check their repairs on a phone. They would dial it and hang up once it connected. If the phone they rang from started ringing then the repairs were successful. Regardless of how many dihits are typed in after a complete legitimate number has been dialled, the call will go through to the number called, in this case 199
