This number called me. IRD have said that Baycorp do call them on their behalf for people who live in Australia. Baycorp are legit.
Whether or not this is baycorp, im not sure

Scam. They are also sending emails from irdau15 @ baycorp.com.au. My NZ student loan is completely up to date with sufficient fortnightly installments being made and I have an online account to verify this. IRD have my details and have made no contact with me either online or by post. Maybe I should change my phone number. I don't like that scammers know my number.
