Yep - as stated by others - a terrible attempt at a PayPal scam. Delete and block this number.

It's a nice try but the person who's phone the message was sent to doesn't have a paypal account.

I received the same message on November 24th as Lizzy recorded above: This was the entire message, with the last part being a link:【PayPal】Due to Paypal regulatory requirements, you will now experience limited usage of your paypal personal account until you confirm your identity at https://paypal-safetyau.help/?paypal
I personally chose to ignore this message and checked directly with PayPal instead.

Says it is from Paypal and my account it limited until I follow a link to unlock it.
