If you are a Telstra landline customer & want to block nuisance calls like this one, you now have the option of buying a phone from the Telstra Shop that can do this. The phone itself costs $48 and is well worth the investment. Numbers you BLOCK will hear the following message; CALLS TO THIS NUMBER ARE BEING MONITORED BY TELSTRA GUARDIAN; THE PERSON YOU ARE TRYING TO CONTACT IS NOT ACCEPTING YOUR CALLS, SO PLEASE HANG UP.
People you place in your contacts list will get through as usual but anyone with a private / withheld number or a number that is not in your contacts list will hear this message; CALLS TO THIS NUMBER ARE BEING MONITORED BY TELSTRA GUARDIAN; PLEASE STATE YOUR NAME AND THEN PRESS # AND WE WILL CONNECT YOUR CALL. You will then have the option of either accepting or rejecting the call.

The number comes from ORC International, a Social Market Research Company whose Australian office is based in Melbourne.

As with all other social and marketing research companies, if a job is ran for the Government (which ORC does do) the person at the other end would say they are calling ON BEHALF of the Government, not FROM the Government. If the interviewer does not state this information in the introduction, they are not doing their job properly.

As with all legitimate social research calls, if you're uncomfortable with any of the questions asked, you can decline to answer the relevant question. Declining certain questions will screen you out of the survey, so there is no need to get suspicious either.

For those who says they are on the Do Not Call Register, you should note that the DNCR only apply for telemarketing calls.

Don't be surprised to get hung up when you abuse the person at the other end, pretty sure they are humans too. "I'm not interested" isn't too hard to say.

My solution
"Hello support line, our rate is $500 per hour billed in 8 hour increments.
Please note any future calls are considered an acceptance of this agreement.
May I have your credit card number please."

I got absolutely sick and tired of them calling at all hours of the day and evening. I emailed them, requesting that they stop calling me, because if they didn't, I'd be filing a complaint with the Telecommunications Ombudsman regarding their constant breaching of the DNCR Regulations (as suggested in a comment by somebody else). It's only been 2 days so far with no calls from them, so I'm not holding my breath, but hopefully it's worked.
I've also checked the DNCR site, and they're correct in saying that they can indeed call - "........ Registration won't stop all calls and faxes. Some public interest organisations (e.g. charities, political parties and educational institutions) can still call numbers listed on the register. This ensures these organisations can continue to provide valuable services to the community........."
What's the point in having a DNCR if these people can still ring? I'd have thought that was the whole point of the exercise?

When this number comes up on my home phone I simply don't answer. Let them waste their time! I get a lot of "missed calls" from this number on my landline. I'm only glad they don't have my mobile #. I'm sick of these time wasters and others who claim to be from the tax office- how stupid would you have to be to take these wankers seriously??

Company is ORC International (formerly NWC).
I worked there in the past. The connection time takes a few seconds (frustrating, I admit); nobody is deliberately hanging up on you.

This is one number that is NOT trying sell you something or scam you. Their main task is Govt surveys on travel (but they do other surveys as well). See link below
https://www.tra.gov.au/survey

Donotcall.gov.au is designed to stop people selling you stuff; charities and market research are allowed to call; the donotcall register used to explain this quite well, but now does a lazy job of it and misleads the public. If I ran a Market Research company, I would not rest until they explain things properly.

This website best explains Market Research:
https://www.amsrs.com.au/aboutus/information-for-the-general-public/faq-about-market-research-companies

You will be talking to a human being; your information will be treated confidentially and goes back to the Govt de-identified. Other number for same company is (03) 8256 1755.

Finally, remember that this is not a pleasant job; the callers don’t need to be insulted; it costs you nothing to request a call at another time, inquire for more details or politely refuse.

Regular unwanted calls from (03) 9038 3887. If your mobile phone carrier is Telstra, just put this number on your blocked number list. They still call, but the call never reaches YOU - costing them time and money ...win win.

I've had this experience too.

I've blocked them now. It's easy on an iPhone and I imagine androids have a similar thing.
1. Add the number to your address book under (eg) Scammer
2. Go to Settings/phone/Call blocking and identification
3. When you Block contact it takes you to your address book. Select Scammer

And it's done.

On the landline I got my number unlisted.

Many thanks for this useful page!
