Same deal, hang up when I answered then hung up when I called back then wouldn't answer. Why??????

I got a missed call from this number at 6:07pm last night. The caller left a garbled message in a foreign-sounding accent (South Asian?). When I tried to ring back this morning, a sleepy voice answered after many rings and said it's from the "Victorian Process" (???). I told him not to ring my home phone ever again.
