It's from a company called Power Bill Campaign. Definitely unsolicited telemarketing. When I asked how did they got my mobile number, the guy just said it's on their system and they are brokers for electricity companies. They have clients in NSW, Victoria and Qld.

I called back number (03) 8658 8065 reached voice mail but did not say from what company.

Thus number rings different times of day and never leaves a message

They call under several different numbers. I block one number and then they use another. I had a call at 12.04am!
