Why does Telstra allow this to happen they are nuisance calls and always a Private number ,,thats it no more will answer a number that is private anymore.

I took a call from this number, I answered and the reply was automated "Good Bye" once* you answer, it tries to route the call to a telemarketing agent, who pretends they "called" you.
If there are no agents available, the dialer drops the call, but with the zero cost of VoIP calls, it doesn't stop – it tries to keep the sucker pool full, so agents receive a call the instant they finish one.
