Continually phones, wrong number and person

I keep getting voice mail from this number. The voice mail messages last about 20 seconds and it's someone saying "Hello?" "hello?" continuously and then silence for a bit before hanging up

This number rang my daughter and my husband on their mobile phones (my daughters is unlisted) & rambled on about changing light bulbs over 🤷🏼‍♀️
