This is scam - not legitimate. I have no AMEX account

there is nobody answer me when the No is hand up. So, locked this No. is my action to react.

I called back the number (02) 8326 9103 and reached vm that said I reached American Express

Was American Express (legitimate, was calling about an actual overdue amount on an account)

I am wary about this call. IVR stated to call American Express. It said it too quick to write down the 1300 #. I called American Express directly. They said they had no reason to call me. Account was in good shape and no security alerts. My concern over this number would be it is possible to be a SCAM to get you to confirm your card details and security numbers. They never usually call me. Be aware. Contact AMEX directly from their published numbers to be safe.
