Caller: Cold Caller

I answered call nothing but background noise. Spoke in a different language then hung up. Said the call was coming from Canberra. Called the number back. Voice-activated message to say that the call has been disconnected. How are they allowed to get away with this?

I received a call from this number and it only rang two or three times while I was going to pick it up and it stopped as I answered it. I rang it back and was told that it had been disconnected. How the blazes does that work?
